You need to get a marriage license in Mendocino County. Just follow the instructions that you'll find on the County's website.

Mendocino Marriage License
A marriage license may be obtained by appearing in person in the office of the County Clerk. Couples are asked to arrive no later than 4:30 p.m. to have a marriage license issued by 5 p.m. Couples will need to complete an application and bring it with you.
